142. The reading of the by-law at the public meeting is not necessary if the public notice given under section 139 contains the indication that the by-law may be inspected at the office of the municipality at least five juridical days before the date of the public meeting and that a copy of it might then be issued by the secretary-treasurer upon payment of the fees exigible in accordance with the tariff fixed under article 209 of the Municipal Code (chapter C-27.1).
In addition, the secretary-treasurer must see to it that copies of the by-law are at the disposal of the public for examination from the beginning of the meeting.
