36. Every person who fails or omits to obliterate and cancel any stamp in the manner and at the time hereinbefore provided shall be liable to a fine of not more than $20.

36. Every person who fails or omits to obliterate and cancel any stamp in the manner and at the time hereinbefore provided shall be subject to a fine of not more than $20, and, on failure to pay such fine, to imprisonment for not more than two months.
