4. Every child has a right to quality personalized educational childcare services until the end of elementary school.
Such right must be exercised taking into account the organization and resources of educational childcare providers and of accredited home educational childcare coordinating offices and their right to agree or refuse to provide childcare to a child, the rules relating to subsidies and the priority given to children from birth until their admission to preschool education.
