32.2. Where the person concerned avails himself, within the time prescribed, of his right to present observations and produce documents, a notice indicating that the matter will be submitted and decided in plenary session, by a division of two commissioners, by only one commissioner or by a member of the personnel, as the case may be, shall be sent to the person.
Where the matter submitted to the board concerns a suspension, cancellation or revocation of a permit, licence, authorization or registration, the board may suspend such permit, licence, authorization or registration until it has decided the matter if it is of the opinion that the continuance of the activities concerned may endanger the life or health of persons or cause serious or irreparable damage to property.
