5. (Repealed).

5. Any person, corporation, company or partnership which divides its lands into building-lots shall, for the roads and streets it marks out on the land, allow a width of a least sixty-six feet, English measure.
A plan of the division of the land marking out the proposed roads or streets shall be submitted to the municipal council, and the work of opening up streets and dividing the land into building-lots shall not be commenced until the council has approved the position of the roads or streets proposed to be opened on such land.
