20. Before taking office, the secretary shall make the oath or solemn affirmation provided for in Schedule A, before the chairman of the Commission.

20. The Commission may appoint a secretary and fix his salary or his additional salary in the case where the person appointed is a civil servant under the terms of the Civil Service Act (chapter F-3.1). It may also retain the services of any person.
The other members of the staff of the Commission are appointed and remunerated in accordance with the Civil Service Act.
Striking is prohibited for the staff of the Commission.
