12. The Minister must, on the recommendation of the Commission, after a public investigation held under subsection 2 of section 11, order consultation of the qualified voters of every municipality contemplated in the report provided for in section 10 on the question of the expediency of the amalgamation of their municipality.

12. The Minister must, on the recommendation of the Commission, after a public investigation held under subsection 2 of section 11, order consultation of the interested persons of every municipality contemplated in the report provided for in section 10 on the question of the expediency of the amalgamation of their municipality.

The Minister must, on the recommendation of the Commission, after a public investigation held under subsection 2 of section 11, order consultation of the property-owners and tenants of one or more of the municipalities contemplated in the report provided for in section 10 on the question of the expediency of the amalgamation of their municipality.
