47. (Repealed).

47. Every operator of a factory and every distributor, manufacturer, warehouseman, or wholesale distributor of or trader in substitutes shall keep registers or records and make reports of his operations to the Board in such form and within such time as is prescribed by regulation.
The Board or its representative may examine the books of account of such persons.
