143. Any person may lodge a complaint with the Commissioner or with any police force against a police officer for conduct, in the performance of his duties, constituting a transgression of the Code of ethics. The complaint shall be in writing.
The role assigned by this chapter to the director of a police force is played by(1) the Minister, when the complaint is lodged against the Director General of the Police Force;
(2) the council of Ville de Montréal, when the complaint is lodged against the director of the police department.
Where the complaint is lodged against the director of a municipal police force, the role is played by the council of another municipality.
Where the complaint is lodged against the director of a police force established or maintained under an agreement referred to in Division IV of Chapter I of Title II, the role is played by the director’s employer.
Where the complaint is lodged against a special constable, a highway controller or a person having authority over highway controllers, the role is played by the employer.
