7. The affairs of the agency shall be administered by a board of directors composed of 11 members, including the chair of the board and the president and chief executive officer of the agency, appointed by the Government.
Two members shall be chosen from among the public service personnel of departments and bodies associated with the activities of the agency and at least two shall be between 18 and 35 years of age.
