51. The Board may by regulation:
(a)  make rules respecting the nature, number, frequency, organisation and conduct of races, the number of permits which may be issued, the conditions upon which a permit may be used and the nature and quality of the equipment to be used;
(b)  determine the form and tenor of permits and of applications for permits, and their term;
(c)  determine the qualifications required of any person who applies for a permit or a renewal thereof and the conditions which such person must fulfil, the financial statements and information which he must produce, the fees he must pay, the security he must furnish or the pledge which may be in lieu thereof and the cases in which such security or such pledge may be declared forfeited in favour of the Board;
(d)  regulate or prohibit any publicity or advertising respecting races;
(e)  establish standards for the keeping of registers, accounts and records of the holders of permits, and for the inspection thereof by any person authorized for such purpose by the Board;
(f)  make rules of procedure for the control of matters within its competence or which are referred to an authorized person;
(g)  fix a proportion between the number of inhabitants of any region which it determines and the number of permits which may be granted there;
(h)  ensure public protection and public order in all matters under the supervision of the Board.
