42. When the matter has been heard by an authorized person and when the value of the object of the litigation is not less than three hundred dollars, any interested person may appeal to the Board from such decision. Such appeal must be taken within ten days from the date on which the appellant has been notified of the decision, by means of a written notice sent to the Board stating concisely the grounds for the appeal. The Board shall cause such notice to be served upon the person whose decision is appealed from, and upon any other interested person.
