18. (Replaced).
R. S. 1964, c. 7, s. 17; 1979, c. 56, s. 256.
18. The Gouvernement shall appoint, by a commission under the great seal, a competent person to fill the office of returning-officer in each electoral district.
In the case of the illness, absence or inability to act of the returning-officer, the Gouvernement may appoint a substitute for him. Such substitute, after having been sworn, shall exercise all the powers and perform all the duties of the returning-officer.
