541. The clerk or clerk-treasurer shall be the person in charge of the register unless another person is specially designated by him for that purpose.
Before taking office, the person shall swear that he will perform his duties according to law.
The clerk or the clerk-treasurer shall make designations as provided in the first paragraph if he establishes several places where the register is open for registration.
