17. (Repealed).

17. A body of electors composed of 40 members appointed by the Government in accordance with this division shall be formed to proceed to the election of the members of the council.
The first body of electors shall be formed before 15 January 1988 and the second, before 15 January 1991. From that date, the body of electors shall be formed every three years.
