151. During a fiscal year, the Community may adopt any supplementary budget which it deems necessary.
The secretary shall send a copy of such budget to the municipalities at least fifteen days before it is submitted to the Council. If such budget is not adopted at the Council sitting at which it is presented, it shall come into force automatically; in such case, an appeal shall lie to the Commission municipale du Québec within fifteen days of such sitting, in accordance with section 149.
