9. Each municipality shall be entitled to one delegate at such meeting; the mayor shall be the delegate exofficio thereat.
If the mayor refuses or is unable to act, the council of the municipality shall appoint as delegate another of its members, by a resolution a copy of which must be sent to the Community before the meeting.
A majority of the delegates of the municipalities shall constitute a quorum.
