68. A copy of any by-law duly passed shall be received as evidence, provided that it is signed and certified by the secretary and sealed with the corporate seal of the Community, without any proof being necessary of the validity of the seal, or the signature of the secretary, saving the right of any party attacking the by-law to proceed against the same by improbation.
