332. For the purposes of this Act, the population of the territory of the Community is the sum of the populations of the municipalities whose territories are included in that of the Community.

For the purposes of this Act, the population of a municipality is that indicated in the last census recognized as valid by the Government under the Cities and Towns Act (chapter C-19) or the Municipal Code (chapter C-27.1), as the case may be, and the population of the territory of the Community is the sum of the populations of the municipalities.

332. Without the authorization of the executive committee, no municipality shall lease or alienate in any manner any property set aside in whole or in part on 1 January 1970, or which it subsequently sets aside to be used for its valuation department, police department or water treatment department.
