323. The Commission municipale du Québec shall publish in a daily newspaper circulating in the territory of the Community a notice of at least fifteen clear days of the date, time and place where it will hold a public hearing on the by-law adopted by the Community, inviting the municipalities and every interested person to appear before it to make the appropriate representations.
