320. From the coming into force of a by-law passed by the Community under subparagraph c of section 123, the Community, upon a report by the Public Security Council, to which two persons versed in fire prevention and fire-fighting are to be added, may exercise in fire prevention and fire-fighting matters, the powers contemplated in section 321, which shall apply, mutatismutandis, for the purposes of establishing the Community’s fire department.
