314. The facsimile of the signature of the director general, secretary, treasurer or assessor of the Community on any document he is authorized to sign, shall have the same effect as the signature itself if the use of such facsimile is authorized by the executive committee.
The first paragraph does not apply in respect of the original of a by-law, ordinance or resolution adopted by the Council or executive committee.
The first two paragraphs apply, with the necessary modifications, to the director general, secretary and treasurer of the Société de transport.

314. Any roll or collection roll of the Community, the reports of the executive committee to Council, the by-laws, resolutions and ordinances of the Council and the executive committee, the minutes of the meetings of the Council, the executive committee and the Security Council, any budget of the Community, the Transit Commission, the books prescribed by this act, the contracts, agreements or conventions adopted by the Community and any document submitted to the Council shall be public documents and the secretary of the Community shall allow anyone to examine the same during normal office hours, and deliver copies or extracts thereof to anyone who applies therefor upon payment of the fees payable under the tariff fixed by the executive committee and approved by the Minister.
The facsimile of the signature of the secretary general, secretary, treasurer and valuation commissioner on the documents they are authorized to sign under this act, the by-laws or resolutions, shall have the same effect as the signature itself if the use of such facsimile is authorized by the executive committee, except, the originals of by-laws and resolutions adopted by the executive committee and the Council.
