217. During a fiscal year, the Community on report of the treasurer may appropriate to expenses for such current fiscal year or for the following fiscal year, as it determines, any estimated budget surplus for the current fiscal year. It may also appropriate to expenditures for such current fiscal year any surplus for the preceding fiscal year, certified by its auditor. Any other surplus or any deficit for a fiscal year shall be entered in the revenues or expenditures for the year according to the report of the auditors, the whole subject to section 212.
