209. The executive committee shall draw up the budget of the Community for the ensuing fiscal year and include therein the budget of the Public Security Council prepared in accordance with section 184, and the budget of the Police Department prepared in accordance with section 197, but as amended, if necessary, by the Security Council; the executive committee shall file the budget with the secretary of the Community who, not later than 15 October, shall send, to each municipality and to each member of the Council, a copy of such budget, of the report of the Security Council, of the recommendations of the Security Council on the budget of the Police Department, of the budget of the Transit Commission and of the recommendations of the executive committee on these matters.
Not later than 15 September each year, the treasurer shall determine in a certificate the appropriations he considers necessary for the next fiscal year for payment of the interest on securities issued or to be issued by the Community, for repayment or redemption of such securities and for the requirements of their sinking funds and any other charge related to the debt of the Community, except, however, the amounts required in principal, interest and accessories in relation to the issue of treasury bills, loans contracted in anticipation of revenue and renewable loans falling due during the fiscal year covered by the budget. The treasurer shall also determine in such certificate the appropriations necessary to meet, during the next fiscal year, the obligations undertaken by the Community during previous fiscal years.
The amounts shown in the certificate shall be included in the budget of the Community for the fiscal year covered by the budget.
The budget shall also appropriate an amount of at least 11/2% of the expenses of the Community to cover unforeseen administrative expenditures, the settlement of claims and the payment of amounts due under judgments.
