114. The Community shall not, without the prior authorization of the Government, make with the Government of Canada or any body thereof and may, with the authorization of the Minister, make with any other public authority, including a municipality, agreements respecting the exercise of its competence; it may then carry out such agreements and exercise the rights and privileges and fulfil the obligations arising therefrom, even outside its territory.
