8. The delegates shall be convened to a meeting by the secretary of the Community by means of a notice sent by him to each municipality of the said sector not later than fifteen days before the date of the meeting, which must be held within thirty days after the last date of general elections in the municipalities concerned; the notice must state the date, time and place of the meeting.
