26. The Commission must submit to the Minister, not later than 30 September each year, its financial statements, an annual management report for the preceding fiscal year and the development plan that it intends to implement during the three subsequent fiscal years, divided into annual phases.
The financial statements, the annual management report and the development plan must contain all the information required by the Minister.
The opinions given by the Commission under sections 15 and 15.1 shall be published in the annual management report or through any other means capable of providing access to the opinions of the Commission.
