996. The proceeds of the tax, license or permit, as the case may be, form part of the general fund of the local corporation, which may dispose of the same according to law.
The local corporation may, however, appropriate the proceeds of licenses or permits issued in favour of ratepayers residing in a specified section of the municipality, for the payment either of sidewalks or of a water-works or lighting system established for such section of the municipality.
