995. Whenever a municipal by-law exacting a license or permit provides for a fine or penalty for infringement, the corporation may, at its option, take penal action or civil suit for the cost of the permit or of the license, even if the name of the person subject to the permit or to the license be not entered on the valuation roll or on the collection roll.
