961. No by-law or resolution of the council authorizing or recommending the spending of moneys is considered adopted nor has effect until the secretary-treasurer has issued a certificate attesting to the fact that funds are available for the purposes for which the said expense is proposed.
This article does not apply to any by-law providing for the appropriation of the moneys required to meet the cost thereof.
