851. Every person in default under article 810 to perform, on any municipal road, bridge, watercourse or sidewalk, any work prescribed by any provision of law or of the procès-verbaux or by-laws governing such work, is responsible for all damages resulting from the non-performance of such work, in favor of the parties interested, or of the corporation or of any municipal officer when such damages have been exacted from them, and is further liable to a fine of not less than $1 nor more than $4 for each day that he refuses or neglects to perform such work.
