793. Any interested person may, within three months, appeal to the Drainage Bureau from any decision of a municipal council or of a board of delegates respecting a watercourse, or from the refusal or neglect of a municipal council or of a board of delegates to render a decision upon a demand relating to a watercourse.
A petition setting forth the grounds and conclusions shall be submitted to the Bureau and the latter shall proceed upon such petition as upon an opposition made under the Drainage Act (Revised Statutes, 1941, chapter 112).
The appeal to the Bureau suspends execution of the decision and the Bureau’s pronouncement shall be executory as a decision of the municipal council and subject to the same recourses.
