763. The corporation of every local municipality situated on the banks of a river or of any other body of water, which separates, in front, such municipality or a part of such municipality from another, is bound to lay out and maintain during the winter, across half of such river or body of water, for the purpose of connecting the two municipalities, any road applied for by the corporation of one of such municipalities.
