734. In the case of a road which is the front road of two ranges, the corporation may pass a by-law or procès-verbal to divide such road across for the purpose of maintenance, so that each owner or occupant of land shall keep the whole width of the road upon one-half of the breadth of his land, except in cases where the nature of the soil or other obstacles shall render such division unjust; and, in default of agreement between the parties interested respecting such division, the municipal inspector, upon application of one of the parties, must himself make the division.
