688.7. Notwithstanding the Municipal Aid Prohibition Act (chapter I-15), every regional county municipality may, by by-law, establish a fund for the purpose of providing financial support for development operations on lands or forest resources in the domain of the State or private lands or forest resources situated in its territory.
