687. Every county corporation may, moreover, make, amend or repeal by-laws:
(1)  to fix the width of wheel tires of vehicles drawn by animals and the maximum weight of the loads which persons, residing within the municipality or elsewhere, may convey by means of such vehicles on the roads of the municipality;
(2)  to prohibit persons residing in the municipality from using any winter vehicle on the municipal roads or on those belonging to the turnpike road trustees or others, unless the horse or horses or other draught animals, when they are not harnessed abreast, are harnessed so that the left runner of the vehicle shall follow in the tracks of such horse or horses or other draught animals; and also to regulate the length and breadth of the vehicles such persons may use on such roads. In such case no person shall be allowed to use winter vehicles other than those above mentioned.
(3)  to oblige every person driving any vehicle, in winter, to attach to the horse or vehicle a bell or bells or other device of a similar nature to warn pedestrians of the approach of such vehicle.

(2)  subject to sections 2 to 5 of the Act respecting Winter Vehicles Used in Certain Counties (Revised Statutes, 1941, chapter 244), to prohibit persons residing in the municipality from using any winter vehicle on the municipal roads or on those belonging to the turnpike road trustees or others, unless the horse or horses or other draught animals, when they are not harnessed abreast, are harnessed so that the left runner of the vehicle shall follow in the tracks of such horse or horses or other draught animals; and also to regulate the length and breadth of the vehicles such persons may use on such roads.
