683. If it is established to the satisfaction of the president of the Société immobilière du Québec, that a building used for a registry office or for the Court of Québec, or for both, as the case may be, is without a fireproof vault, or that such vault is defective, or that the safe or the fixtures of such vault or safe are not suitable, the Lieutenant-Governor may have a proper vault built in or near such building, for such registry office or Court of Québec, or may have the existing vault renewed or repaired, or a safe or the necessary fixtures bought, at the cost of the Gouvernement du Québec; and the sum so expended may be recovered from the corporations interested as a debt due to the Crown.
