678. A regional county municipality may adopt by-laws or resolutions on each of the matters mentioned in articles 491, 492, 520, 569 to 624 and 626.

678. Every regional county municipality may make, amend or repeal by-laws or resolutions, as the case may be, upon each of the matters mentioned in articles 490 to 524, article 543, paragraph 2 of article 544, articles 557.1 and 557.2 and articles 569 to 626, and may exercise, for regional purposes, the general power to pass by-laws conferred by article 628.
Any regional county municipality may also make, amend or repeal by-laws or, as the case may be, resolutions for the creation of a limited partnership with a private-sector enterprise for the purpose of producing electric power by means of a hydro-electric power station with a generating capacity of 50 megawatts or less attributable to hydraulic power vested in the domain of the State. Articles 557.1 and 557.2 apply with the necessary modifications.

678. Every regional county municipality may make, amend or repeal by-laws or resolutions, as the case may be, upon each of the matters mentioned in articles 490 to 524, article 543, paragraph 2 of article 544, articles 557.1 and 557.2 and articles 569 to 626, and may exercise, for regional purposes, the general power to pass by-laws conferred by article 628.
The regional county municipality shall also exercise the competence conferred on it by sections 53.7 to 53.27 of the Environment Quality Act (chapter Q‐2) in connection with the management of residual materials.
