627.1.1. Notwithstanding the Municipal Aid Prohibition Act (chapter I-15), every local municipality whose territory is not situated within the territory of a regional county municipality may, by by-law, establish a fund for the purpose of providing financial support for operations to develop lands or forest resources in the domain of the State or private lands or forest resources.
