251. Whenever any animal is impounded, it is the duty of the pound-keeper, under penalty of a fine of not less than $2 nor more than $10 for each failure on his part, to give without delay special notice, either written or verbal, to the owner of the animal impounded, if he is known and domiciled in the municipality.
