22. In municipal affairs, no act performed by a corporation, its officers or any other person, is null and void solely on account of error or insufficiency in the designation of the corporation, or of the municipality, or of such act, or on account of insufficiency in or the omission of the declaration of the quality of such officer or person, provided that no surprise or injustice results therefrom.
