1091. Notwithstanding the provisions of this Title, every corporation has power to borrow by by-law, to the extent of an amount of $12 000, the sums necessary to defray the costs of purchasing engines, apparatus or any device for the prevention or arresting of fires, under paragraph f of article 443, and of the necessary installations, provided they be approved by the Director General of Fire Prevention appointed under the Fire Prevention Act (chapter P-23).
Such by-law shall not be subject to the approval of the electors but must be approved by the Minister of Municipal Affairs and by the Commission Municipale du Québec.
Such by-law shall not be governed by section 1 of the Act respecting municipal and school debts and loans (chapter D-7).
