6. The registration of a motor vehicle shall be applied for by the owner or his representative, by following the formalities prescribed by the Régie, and by paying to said Régie the required amount of fees; it shall be effected by the approval of the application by the Régie, and be established by the certificates issued by it.
No registration of a motor vehicle acquired and possessed by a person of minor age, unless such person is a trader, shall be applied for and effected unless the written consent of the father, mother or tutor, as the case may be, of such person, to such registration, be filed in the Régie.
