519.2. A driver of a heavy vehicle must, in accordance with the standards prescribed by regulation, conduct a circle check of the heavy vehicle to be driven and enter all observations of the mechanical condition of the vehicle in the vehicle’s circle-check report.
The operator may, however, designate another person to conduct the circle check. The person designated must comply with the obligations provided for in the first paragraph and must complete and sign the report prescribed in section 519.3 and note and report any mechanical defect in accordance with section 519.5.

519.2. A driver of a heavy vehicle must, in accordance with the standards prescribed by regulation, conduct a pre-departure inspection of the heavy vehicle to be driven and enter all observations of the mechanical condition of the vehicle in the vehicle’s inspection report.
However, in the case of an ambulance, a bus or a minibus, the pre-departure inspection may be conducted by a person responsible for maintenance who is deemed to be the driver within the meaning of sections 519.2 to 519.5.

519.2. For the purposes of this Title, unless the context indicates otherwise,
carrier means any person who is the owner or lessee of a motor vehicle to which this Title applies, or any person who retains the services of the holder of a licence of the Commission des transports du Québec for truck transportation services provided under a subcontract or for the towing of trailers or semi-trailers;
driver means any person who drives a motor vehicle that is subject to this Title.

carrier means any person who, directly or through the agency of another carrier for whom he is responsible, regularly carries passengers or goods by means of a motor vehicle that is subject to this title or who leases such a motor vehicle for such purposes;
driver means any person who drives a motor vehicle that is subject to this title.
The Government may, by regulation, according to the kinds of carriers it determines:
(1)  determine the cases where a carrier is responsible for another carrier within the meaning of the first subparagraph of the first paragraph;
(2)  define the expression “regularly carries passengers or goods”.
