546. The rate of interest shall not exceed that fixed under section 50 of the Act respecting municipal debts and loans (chapter D-7).

546. The rate of interest shall not exceed that fixed under section 50 of the Act respecting municipal and school debts and loans (chapter D-7).
Whenever a by-law authorizes a loan by the issue of bonds, the Minister of Municipal Affairs may allow the municipality to borrow at a rate of interest lower than that fixed by the by-law, if it be proved to him that the change is to the advantage of the municipality.
