573.1. A contract referred to in any of the subparagraphs of the first paragraph of subsection 1 of section 573 may be awarded only after a call for tenders by written invitation to at least two contractors or, as applicable, two suppliers if it involves an expenditure of at least $25,000 but below the expenditure threshold for a contract that may be awarded only after a public call for tenders under section 573.
The time for the receipt of tenders must not be less than eight days.
Subsections 3 to 8 of section 573 apply to the awarding of a contract referred to in the first paragraph.

Subject to section 573.1.0.1, the council shall not, without the previous authorization of the Minister of Municipal Affairs and Greater Montréal, award the contract to a person other than the person who has submitted the lowest tender.

No insurance contract or contract for the execution of municipal works or the supply of equipment or materials or for the supply of services other than professional services and involving an expenditure exceeding $10,000 and less than $50,000 in the case of a municipality having a population of less than 50 000, or exceeding $20,000 and less than $100,000 in the case of a municipality having a population of 50 000 or over may be awarded except after a call for tenders has been issued and is made by inviting in writing at least two contractors or, as the case may be, two suppliers to tender.
Subject to section 573.1.0.1, the council shall not, without the previous authorization of the Minister of Municipal Affairs and Greater Montréal, award the contract to a person other than the person who has submitted the lowest tender.
For the purposes of this section, a contract for the supply of equipment includes also any contract for the leasing of equipment with an option to purchase.

The awarding of any contract for the execution of municipal works or the supply of equipment or materials or for the supply of services other than professional services and involving an expenditure exceeding $1,000 and less than an expenditure requiring the formality of public tenders must be preceded by a call for tenders made by inviting at least two contractors or, as the case may be, two suppliers to tender.
For the purposes of this section, a contract for the supply of equipment includes also any contract for the leasing of equipment with an option to purchase.
