414. Every document which is to be notified under this Act may be sent by mail.
Any document sent by registered mail to the last known address of the person for whom it is intended is validly sent by mail.
If the document is sent from a foreign country, the time limits shall begin to run only when it arrives at a post office situated in Canada.
