405.3. At least 15 days before rendering a decision under this chapter, the Authority shall notify the interested party as prescribed by section 5 of the Act respecting administrative justice (chapter J‐3), stating the grounds which appear to justify the decision, the date on which the decision is to take effect and the right of the interested party to present observations.
