380. When assuming provisional administration of an insurer, the Authority must, within the shortest possible time, present a complete report of its findings to the Minister, together with its recommendations.
The costs, fees and expenses incurred by the provisional administration shall be assumed by the insurer which is the object of them unless the Minister orders otherwise.
