346. The Inspector General may issue to any insurance agent who complies with the regulations a special certificate authorizing him to act as a special insurance broker with unlicensed insurers having no place of business in Québec.
Such certificate is not valid in the case of life insurance, automobile insurance or sickness and accident insurance or in the cases where insurance of another type may be obtained at a reasonable rate from licensed insurers.
Such broker shall, before availing himself of such certificate, obtain from the insured a signed and dated declaration describing the property or other interests to be insured, identifying the place where it or they are situated and mentioning the amount of the insurance applied for and the insurers who have refused to undertake it.
